The face looks alright to me.
Taking a closer look, my cant-draw-for-shit head would say that maybe its the position of the eyes

Yeah the eyes were what I noticed initially. I redrew them a couple times and every time they looked alright standalone but bad in the context of the whole face. So I tried varying their space, moving them up and down, even moving the fringe line to see if it changes the framing of the face.

I'm also kinda wary of too many edits creating a mish-mash facial expression that doesn't look human anymore. To that end I've just made a small edit where I've moved her eyebrows up a notch. Put a bit more of a pleasantly surprised look on her face,
